In the morning, at dawn's early light, it appears these cranes are towering over the Washington Monument. One might think the "National Bird, in Washington, DC is the crane - the Construction Crane, that is.

This sunrise photograph of the Washington Monument in the District of Columbia was shot from the vicinity of Dupont Circle along Embassy Row in northwest DC. The visual perspective makes the cranes to appear higher than the monument but are actually no where near to it.
